Improvement and Application of Safety Culture Element Based on “2-4” Model

In this paper, by taking the safety culture being the guiding ideology of the safety management as the ideas and on the basis of the “2-4” model, the specific improvement was made on 32 elements of the coal mining enterprises, and analysis and insprction were carried out on the measured sample data. The empirical application results in coal mining enterprises showed that the improved safety culture elements were more reasonable and scientific, can provide specific recommendations for the training or safety management of coal mines and make the enterprises’ production run into a benign state of safe and efficient accident prevention.
